seconds are in/decremented, making the time cross midnight.
Actually fail as is for TDD purpose.
To be solved on next commit.

to comply with lint-src script.

* fix(timepicker): preserve date across midnight

whether using hours, minutes or seconds to cross midnight, up or down.
Resolve failing tests from previous commit.
